Vietnam Leads Southeast Asia with New Artificial Intelligence Law

Vietnam’s artificial intelligence (AI) law took effect on March 1, making it the first country in Southeast Asia to adopt a comprehensive regulatory framework for the fast-growing technology. Approved by the National Assembly in December, the law focuses on managing the risks of generative AI and requires human oversight and control, similar to the European Union’s AI Act.

The legislation obliges companies to clearly label AI-generated content, such as deepfakes that may be hard to distinguish from real material. Businesses must also inform users when they are interacting with an AI system instead of a human. The rules apply to developers, providers, and deployers of AI technologies, including both Vietnamese and foreign organizations operating in the country.

The government says the law will help Vietnam align with international standards while protecting digital sovereignty. As the country pursues ambitious double-digit growth targets, AI and the data economy are seen as key pillars of a smarter, more sustainable development strategy. Plans include establishing a national AI computing center, strengthening data infrastructure, and developing large Vietnamese-language models.

Although analysts consider the law a major regulatory milestone and a strong signal of national ambition, they stress that its real impact will depend on detailed implementing decrees and enforcement practices. Until clearer guidance is issued, businesses may continue to face uncertainty about their specific obligations.
